and if any one or more of said Committee are unable or de-
cline to serve, the remaining members of said Committee are
empowered to select one or more persons as the case may be
to fill the vacancies, provided that the persons so selected
shall be residents of the respective districts in which the
vacancies occur.

The qualifications of voters in the referendum election and
in the first election of officers provided in Section 27 shall be
the same as those set forth in Section 7 of this Act for regu-
lar Town elections, provided, however, in said referendum
election and in said first election of officers under this Act,
there shall be no length of residence required of any person
who at the time of registration resides in a home wholly or
partly owned by him located in the District in which he
registers.

The said Committee shall provide registration books, booths,
ballot boxes, tally sheets, printed ballots and places of regis-
tration and election, and shall not later than the 15th day of
May, 1947, post in at least five conspicuous places in each
district a typewritten or printed notice notifying all resi-
dents of the proposed Town that a referendum election will
be held on the first Monday in June, 1947, from one to nine
P. M., at places named therein to determine whether or
not this Act incorporating the proposed Town, shall become
effective, and also notifying them of the qualifications for
voting, and that, in order for them to vote, it be necessary
for all voters to register at a place and on dates named there-
in, and such registration shall be conducted on the third and
fourth Mondays in May, 1947, between the hours of one and
nine P. M. by the said Committee named herein in conform-
ity with the provisions of the Charter enacted by this Act.

The said Judges of Election shall attend at said times and
places and register all qualified persons who present them-
selves. The said Judges shall have power to administer
oaths to all applicants for registration, and any person who
swears falsely before any of said Judges shall be guilty of
the, crime of perjury and subject to the penalties provided by
the Code of Public General Election Laws of Maryland for
such offenses. Voters shall be registered according to the
district of the Town in which they reside, and a separate
place of registration and election shall be provided for each
district.

The ballots shall have printed on one line the words "For
Incorporation" and on the second line the words "Against
Incorporation" with a place opposite each for the "X" mark
of the voter. Said election shall be conducted as nearly as
