vested in them therein, and with the same authority and
right to compensation as are provided for by the Charter
enacted by this Act, shall, the second Monday in July,
1947, conduct the first election of the officers therein
provided for and said first election shall be conducted as
nearly as praticable as provided for elections in said Charter,
provided that if any district shall vote against incorporation,
the members of said Committee from such district shall
become disqualified to act further as such and the re-
maining members of said Committee shall conduct the first
election of officers provided above in those districts voting for
incorporation.
SEC. 28. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect from
the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
9 of Article 13 of the Annotated Code of Maryland (1939
Edition), title "Bills of Exchange and Promissory Notes",
sub-title "Legal Holidays", making February 12th, known
as "Lincoln's Birthday", a legal holiday.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 9 of Article 13 of the Annotated Code of
Maryland (1939 Edition), title "Bills of Exchange and Promis-
sory Notes", sub-title "Legal Holidays", be and it is hereby
repealed and re-enacted, with amendments, to read as follows:
9. The following days in each and every year, namely the
first day of January, commonly called "New Year's Day";
the 12th of February, known as "Lincoln's Birthday"; the
22nd of February, known as "Washington's Birthday"; the
25th day of March, known as "Maryland Day"; "Good Fri-
day" ; the first Monday in September, commonly called "Labor
Day"; the 30th of May, commonly called "Decoration Day";
