SEC. 23. And be it further enacted, That it shall be the
duty of the Commissioners of the Town of Springdale, be-
fore the first day of March of each year, to have pre-
prepared, in form appropriate and made available in a suit-
able place or places, for inspection by the residents of the
Town, a detailed statement of the financial condition of the
Town, prepared by a certified public accountant, including re-
ceipts and expenditures of all kinds whatsoever, for the pre-
ceding fiscal year. On or before the first day of December of each
year, the Commissioners shall cause to be prepared a tenta-
tive Town budget for the succeeding fiscal year; shall cause
the same to be made available to the public at suitable times
and places; and shall at any time thereafter conduct a hear-
ing on said budget upon petition of 20 registered voters of
the Town.
SEC. 24. And be it further enacted, That all authority,
powers, rights, privileges, and benefits of any kind whatso-
ever which are, or may hereafter be, granted to municipali-
ties generally by the Government of the United States, the
Governments of the several States, the General Assembly of
Maryland or under the Code of Public General Laws of
Maryland, and Article 17 of the Code of Public Local Laws
of Maryland, shall be vested in and exxercised by the Com-
missioners of the Town of Springdale.
SEC. 25. And be it further enacted, That if any part of
this Act, or any section, sub-section, or a part of any section
or sub-section thereof, shall be held unconstitutional or in-
valid, the same shall not affect the remaining part of this Act.
SEC. 26. And be it further enacted, That for the purpose
of determining whether the other provisions of this Act shall
become effective, and the extent to which they shall become
effective as hereinafter provided, and for the purpose of de-
termining whether the citizens of the said proposed Town of
Springdale and of each district thereof desire to incorporate,
there shall be held a referendum election on the first
Monday in June, 1947, under the supervision of the Com-
mittee hereinafter named, the manner and procedure of which
shall be as follows:
The Committee to conduct such referendum election shall
consist of G. Edward Pfluger and William H. Mosher of the
First District, Porter M. Beale and James H. Noble of the Sec-
ond District, and Franklin Brehme and Joseph L. Shrader of
the Third District, who shall act as a Board of Election Super-
visors, and they shall have the same duties, powers and author-
ity as is provided for Supervisors of Election in this Charter,
