SEC. 21. And be it further enacted, That the Commission-
ers are hereby authorized to make such sidewalk, curb,
gutter, roadbed and street improvements as determined and
authorized in accordance with the provisions of this Charter
and where work is done under contract the Commissioners
shall invite proposals for said work by advertisement for
two weeks in some newspaper having general circulation in
the Town of Springdale, at such reasonable cost for adver-
tising as the Commissioners shall determine, and the said
Commissioners shall, in all cases, award the contract for
such work to the lowest responsible bidder therefor, reserv-
ing at all times the right to reject any and all bids received.
All contractors for such street improvements shall give bond
in such sum as the Commissioners shall require, with suf-
ficient surety or sureties, to be approved by the Commis-
sioners, for the faithful performance of their contract. The
Commissioners shall employ a competent engineer at such
compensation as may be determined by them in carrying out
the objects of this Charter.
SEC. 22. And be it further enacted, That for the purpose
of purchasing land and for the purpose of erecting on any
land so purchased a town hall, community center, library,
or other building, buildings, or improvements, the Com-
missioners of the Town of Springdale are hereby auth-
orized to borrow from time to time on the credit of the
Town such sum or sums as they may deem necessary, provided
that the total outstanding indebtedness of the Town under
this section and under Section 19 hereof at any one time
shall not exceed the limit provided in Section 19, and to issue
notes or certificates of indebtedness therefor which shall be
payable within a period not to exceed twenty years from the
date of issuance and which shall bear interest not to exceed
the rate of five per cent (5%) per annum, the plan of pay-
ment of said indebtedness to be determined by the Commis-
sioners; provided that no indebtedness shall be incurred
under the provisions of this section to erect a building or
buildings on land purchased by the Town until real estate
within the Town shall have a total assessed value for pur-
poses of County and Town taxation exceeding five and one-
half million dollars. For the purpose of retiring the indebt-
edness authorized by this section, there shall be levied by
the Commissioners against all of the assessable property
within the Town, annually, so long as said indebtedness is
outstanding and not paid, a tax sufficient to meet the interest
on said indebtedness and to pay the principal thereof as the
said principal and interest shall mature or become due.
