Any qualified person desiring to run for the office of Com-
missioner at Large of said Town shall file, or there shall be
filed in his behalf, with the Supervisors of Election of said
Town a petition containing the request of at least 25 persons
who are qualified voters in the Town of Springdale, and
any person desiring to run for Commissioner from a district
shall file, or there shall be filed in his behalf, a petition with
said Supervisors of Election containing the names of at least
20 qualified voters in his district, at least 30 days, including
Sundays and legal holidays, prior to the election. The
Supervisors of Election shall cause to be published in some
newspaper published in Prince George's County of general
circulation in the Town, in appropriate manner to give gen-
eral publicity, the names of the candidates and the positions
to which they aspire.
All the provisions of the Public General Laws of this State
now in force or hereinafter enacted relating to the deter-
mination of elections, providing penalties for illegal regis-
tration, illegal voting, corrupt practices and requiring reports
of the expenditure of money in conncetion with any election
shall be and are hereby made applicable to all elections held
under the provisions of this Charter.
SEC. 9. And be it further enacted, That the Commissioners
shall meet on or before a date one week after each election
of Commissioners under this Act and, by a majority vote
of those Commissioners elected, shall elect one of the Com-
missioners to serve as President until the next biennial
election of Commissioners. The President shall preside at
the meetings of the Commissioners and shall call meetings
from time to time as he may deem necessary, but in case
of his absence from any meeting, the Commissioners present
shall elect one of their members to preside who shall for
the time being have all the authority of the President.
(b) In the event the office of one or more Commissioners
shall become vacant for any cause other than the expiration
of the term for which the incumbent was elected, such va-
cancy shall be filled by election or appointment as follows:
If the office of President becomes vacant, the Commissioners
by a majority of their members shall elect one of their mem-
bers as President to serve for the unexpired term. The Presi-
dent, after public hearing, shall appoint a qualified person as
Commissioner to serve the unexpired term of any Commis-
sioner whose office shall become vacant, subject to the ap-
proval and ratification of the majority of the Commissioners.
(c) The Commissioners shall meet in some convenient
place within the Town as often as may be necessary in the
