discharge of their duties, provided, however, that they shall
meet not less than once every month. All meetings of the
Commissioners provided for herein shall be open to the
citizens of the Town and shall be adequately publicized.
Meetings may be called by petition signed by a majority
of the Commissioners. At all meetings a majority of the
Commissioners shall constitute a quorum for the trans-
action of business, and upon each action taken the yea
and nay vote of each Commissioner shall be recorded op-
posite his name. The Commissioners shall pass rules and
regulations consistent with the provisions of this Act for
their own government while in session. The absence of any
Commissioner from meetings of the Commissioners for a
period of three (3) consecutive months shall constitute a
vacancy which may be declared by the Commissioners in a
regular meeting.

SEC. 10. And be it further enacted, That the President
of the Commissioners, with the approval of a majority of the
Commissioners, shall appoint a Clerk to hold office until such
time as the Commissioners shall terminate his services. The
Commissioners shall fix his compensation and prescribe his
duties except as herein provided. The Clerk shall keep the
minutes of the proceedings of the Commissioners which
shall be open to inspection by all persons interested at
all reasonable hours.

SEC. 11. And be it further enacted, That the President
is hereby authorized to appoint, with the approval of a
majority of the Commissioners, a Town Attorney to hold
office until such time as the Commissioners shall terminate
his services. His compensation shall be fixed by the Com-
missioners. He shall be an attorney at law who shall have
been admitted to practice before the Court of Appeals of
Maryland and who shall have been engaged in actual practice
within the state for a period of not less than three years.
He shall be the chief legal adviser of, and attorney for, the
Town and all officers thereof in matters relating to their
official powers and duties and shall perform such duties of
a legal nature as the Commissioners may require. The Com-
missioners shall have power to employ, and fix the com-
pensation of, such other attorney or attorneys as the Com-
missioners shall determine to be necessary in order to dis-
charge their duties as officers of the Town.

SEC. 12. And be it further enacted, That the President
of the Commissioners, with the approval of a majority of the
Commissioners, shall appoint a Treasurer for the Town to
