elect two (2) Commissioners for their respective districts
each to serve the term of two (2) years or until their suc-
cessors are elected and qualify.

At each biennial election after the first election, the quali-
fied voters of the Town and of each district shall elect Com-
missioners necessary to fill the vacancies caused by the ex-
piration of the terms for which the incumbents were elected.

The Commissioners first elected under this Charter, and all
Commissioners appointed under this Act, shall assume the
duties of their respective offices as soon after their election
or appointment as is practicable and, unless removed for
cause, shall continue to serve until their successors are duly
elected and qualified; each Commissioner elected at each
election under this Charter shall fill the office to which he
is elected beginning with the first meeting of the Commis-
sioners following his election and, unless removed for cause,
shall continue to serve until the first regular meeting of the
Commissioners following the election of his successor.

SEC. 7. And be it further enacted, That all citizens of the
United States of at least 21 years of age, who shall have
resided within the Town of Springdale not less than six
months next preceding the date of any Town election in
which they attempt to vote and have registered as herein-
after provided, shall be qualified voters of the said Town.
Any applicant to register who shall be registered as a voter
elsewhere in the State of Maryland shall not be permitted
to register unless there is filed with the registration officer
of said Town the applicant's affidavit under oath that the
applicant has abandoned any prior place of residence.

The Commissioners shall provide for the biennial registra-
tion of all persons not registered who shall desire to vote in
municipal elections held in the Town of Springdale and for
the revision of the registration lists, and on or before the
first day of March prior to the date of the Town election as
herein provided, shall biennially appoint and fix the com-
pensation of two (2) qualified voters from each District of
said Town, not holding any other office thereunder, as
Supervisors of Election who shall act as Registration Offi-
cials and Judges of Election at any election held during the
two (2) years succeeding their appointment, and such Super-
visors of Election are hereby authorized to administer oaths
in the performance of their duties of conducting the regis-
tration provided for herein.

The proceedings for the registration of voters and the
maintenance of registration lists, except as may be herein
