property and the prolongation thereof to the center line of
Chillum Road; thence northwesterly with the center line of
Chillum Road to the center line of Sargent Road; thence
southerly with the center line of Sargent Road to the Dis-
trict of Columbia line; thence northwesterly with the boun-
dary lines of the Town and continuing with the same to the
place of beginning.
SEC. 4. And be it further enacted, That the government of
said Town shall be vested in a Board of Commissioners, con-
sisting of one (1) Commissioner at Large and two (2) Dis-
trict Commissioners for each district of the Town. The one
(1) Commissioner at Large shall be elected by the combined
vote of the electorate of said Town; the District Commis-
sioners shall be elected by the voters within their respective
districts. Each Commissioner of said Town shall be a free-
holder or the spouse of a freeholder, shall have attained the
age of 25 years, must be a citizen of the United States and a
resident of the State of Maryland, and must be a registered
voter of the said Town. Each Commissioner of the Town
must continuously reside in said Town during his term of
office; each District Commissioner must reside in the dis-
trict from which he is elected; and each, Commissioner shall
retain throughout his respective term of office all the quali-
fications necessary for his election, and the failure to retain
all of such qualifications shall ipso facto cause a forefeiture
of office.
SEC. 5. And 'be it further enacted, That no Commissioner
shall hold any other office under this Act during his term
of office and no Commissioner shall receive out of Town
funds or property any salary for his services as a member
of said Commission; neither shall a Commissioner nor any
appointed officer of the Corporation, either directly or indi-
rectly, through the medium or agency of any other person,
enter into a contract or contracts with the Corporation.
Before entering upon the duties of his office, each Com-
missioner and each other officer appointed under this Act
shall take an oath that he will diligently and faithfully dis-
charge all duties of his office without favor, partiality or
prejudice. The said oath shall be filed among the records
of said Town.
SEC. 6. And be it further enacted, That at the first elec-
tion of Commissioners held under this Charter, the qualified
voters of the Town shall elect one (1) Commissioner at Large
to serve the term of two (2) years or until their successors
are elected and qualify. The voters within each district shall
