APPOINTMENT AND PROMOTION

887. (a) The Personnel Division of the Police Department
is hereby created and shall be directed by a Chief Personnel
Officer, who shall be appointed by the Police Commissioner
from an eligible list submitted by the Examining Authority
(as said term is hereafter defined in this Act).

(b) No person shall lie eligible for appointment as Chief
Personnel Officer unless:

(1) he is between the ages of thirty (30) and forty-five
(45) years, a citizen of the United States, and has been a
resident of Maryland for at least five (5) years before the
date of appointment; and

(2) he is a graduate of a college or university of recognized
standing with a degree of A.B. or its equivalent; and

(3) he has had either two (2) years of graduate study and
five (5) years of experience in personnel administration, prefer-
ably including the construction of tests, analysis and inter-
pretation of test results and the validation of selection tech-
niques, or seven (7) years of such experience; and

(4) he has satisfactorily passed such examinations and
tests of the Examining Authority prescribes.

(c) The Personnel Officer may be removed by the Police
Commissioner only for cause after written notice of the
charges against him and a hearing by the Police Commis-
sioner.

(d) He shall receive an annual salary of Six Thousand
Five Hundred Dollars ($6,500), which, upon recommendation
of the Police Commissioner, may be increased after five (5)
years of service to Seven Thousand Five Hundred Dollars
($7,500) a year.

(e) In performing his duties, the Personnel Officer shall
be directly responsible to the Police Commissioner; and he
shall be subject to all the rules of the Department.

It shall be the duty of the Chief Personnel Officer:

(a) to classify positions in the Police Department;

(b) to make investigations of the character and experience
of candidates for appointment and promotion;

(c) to supervise the departmental training program and a
service rating system;

(d) to investigate complaints against members of the
Police Department;
