129G. Any employee or agent of said Commission shall
have the right of entry, at all reasonable hours, upon any
private premises and into any building in the Sanitary
District, while in the pursuit of his official duties for the
purpose of inspection to determine if all provisions of
this sub-title and any rule or regulation promulgated here-
under are being complied with.

129H. The Commission is authorized and empowered
to provide for the collection of garbage and trash within
said Sanitary District, and to fix a charge therefor and
enforce collection of the same. The said Commission is
authorized for the purpose of carrying out this section,
to contract with private individuals or corporations upon
a yearly basis, or to provide for the collection and disposal
of garbage and trash in any other manner it deems ad-
visable or convenient.

1291. It shall be unlawful for any person, association or
corporation, to permit any sewage, drainage, garbage or
other waste matter to be discharged into Deep Creek Lake,
or any tributary thereto within the boundaries of the
Sanitary District.

129J. The Commission is hereby authorized and em-
powered to promulgate rules and regulations and issue
such orders as it deems necessary to carry out the pro-
visions of this sub-title.

129K. (a) For the purpose of providing funds for the
payment of salaries and for any other expense incurred in
the administration of this sub-title, there shall be levied
against all the assessable property within said Sanitary
District, by the County Commissioners of Garrett County,
a tax not to exceed 50 cents per $100. of assessable property
in said District.

(b) Said tax shall be determined, levied, collected and
paid over in the following manner: At least thirty days
before the tax levying period of each year, and in the
year 1947, as soon as practicable after June 1, the County
Commissioners shall ascertain the valuation of all assess-
able property within the Sanitary District. When land and
buildings subject to taxation under this section lie partly
within and partly outside the boundaries of the Sanitary-
District, the County Commissioners are authorized and
empowered to employ, at the expense of the Sanitary
Commission, such assessors as may be necessary to assess
the portion of the value of such land and building subject
