to such taxation. After ascertainment by the County Com-
missioners of the valuation of all assessable property
within the Sanitary District, the said County Commis-
sioners shall then determine the amount necessary to be
raised for the aforesaid purposes, and after deducting all
amounts in hand, it shall determine the number of cents
per $100. necesssary to collect the amount necessary to be
accumulated not to exceed 50 cents per $100.

(c) The County Commissioners in their next annual
levy shall levy said tax on all land and buildings within
said Sanitary District, which tax shall be levied and col-
lected as county taxes are now or may be hereafter levied
and collected, and have the same priority rights, bear the
same interest and penalties and in every respect be treated
the same as county taxes.

(d) The tax so levied, for the ensuing year shall be
collected by the county tax collecting authorities and
every sixty days they shall place the moneys collected in
a special fund known as the "Deep Creek Sanitary Com-
mission Fund."

129L. The said Sanitary Commission is • authorized
and empowered to borrow from time to time an amount
not exceeding in the aggregate Eight Thousand Dollars
($8,000.00) at any one time, upon the faith and credit of
said Garrett County, and to pledge anticipated tax receipts
to be collected as herein provided, to insure the payment
of such loan or loans.

129M. Any person, association or corporation who vio-
lates any provision of this sub-title or any rule, regulation
or order promulgated hereunder shall be guilty of a mis-
demeanor and upon conviction thereof shall be fined not
more than One Thousand Dollars ($1,000).

SEC. 2. And be it further enacted, That if any pro-
visions of this Act, or the applicability thereof to any
person or circumstances, is held invalid, the remainder
of this Act and the applicability of such provisions to
other persons or circumstances shall not be affected
thereby.

SEC. 3. And be it further enacted, That all laws or
parts of laws, whether Public General of Public Local,
inconsistent with the provisions of this Act, be and they
are hereby repealed to the extent of such inconsistency,
provided that nothing herein contained shall be taken as
