sion shall have the power and authority to utilize the
services of the County Engineer or his assistant for such
purposes. The compensation of such employees shall be
paid out of the funds of said Commission as hereinafter
provided.

129D. The Commission shall be invested with full
power and authority, to supervise, regulate, control and
require the establishment, maintenance and operation of
any sewerage or disposal system, contrivance or device
on any property within said Sanitary District. The Com-
mission may promulgate such regulations as it deems
necessary to protect the public health relating to the
manner of sewage or drainage disposal and to require the
installation of sewage or drainage facilities in compliance
with such regulation. The Commission shall consult with
the County Health Officer and seek his advice and recom-
mendations as to all health or sanitation problems arising
under the provisions of this sub-title.

129E. Upon the failure of any person to obey any
regulation promulgated under the provisions of Section
129D of this sub-title, the Commission shall pass an order
directing such person to comply therewith within a period
of not less than thirty days and failure to obey such an
order shall be a misdemeanor punishable under Section
129M of this sub-title.

129F. Before any person, association or corporation
shall begin the construction of any building within the San-
itary District, or undertake the installation, alteration or
modification of any plumbing, drainage or sewage disposal
system such person, association or corporation shall first
obtain a permit therefor from the Commission and pay
such reasonable sum as the Commission may prescribe
for such permit. Such permit may be obtained by filing
with the Commission complete plans and specifications of
the proposed building, installation, alteration or modifica-
tion, showing in detail the specifications of facilities for
the disposal of sewage and drainage. If it appears to the
Commission that said specifications are adequate for the
protection of public health and safe and sanitary disposal
of sewage and drainage, it shall issue such permit. Such
work shall be done under and pursuant to such rules,
regulations and requirements as the Commission may
from time to time formulate and subject to such inspec-
tion as the Commission may deem necessary.
