of such officer or officers and empowering the County
Commissioners to levy upon the taxable real and personal
property of the particular designated locality or locali-
ties a special tax for the purpose of compensating said
officer or officers appointed within said locality or lo-
calities, and providing for the appointment within said
locality or localities of a clerk or clerks who shall perform
such duties, and be paid such compensation, as directed
and allowed by the County Commissioners.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 231, 232, 233, 234 and 235, as amended, of
Article 14 of the Code of Public, Local Laws of Maryland,
title "Howard County", sub-title "Police", be and they
are hereby repealed and that Sections 231, 232, 233, 234
and 235 be, and they are hereby enacted in lieu thereof
which said sections shall read as follows:

231. The County Commissioners of Howard County
shall appoint a police officer or officers, to act as such
within any designated locality or localities in Howard
County, as they in their discretion deem reasonable and
proper for the protection of persons and property within
any such designated locality or localities, as the case may
be; they shall equip and arm said police officer or officers
and make such rules and regulations for their proper
government and discipline as they may deem best to pro-
mote the efficiency of the said officers.

232. It shall be the duty of each police officer so ap-
pointed, at such time of the day or night he may be on
duty, to preserve the public peace, prevent crime and pro-
tect the rights of persons and property and to arrest all
offenders against the laws of the State and to take such
offenders to the nearest Trial Magistrate for said County;
and to this end the police officer or officers so appointed
shall be peace officers in and for Howard County.

233. The County Commissioners of said County shall
have the power to levy annually a sufficient sum, upon
the taxable property within any designated locality or
localities, as the case may be, in Howard County, to pay
the salaries of said officers, and for such other and proper
expenses as they in their judgement deem reasonable and
proper.

234. The said County Commissioners shall also have
the power to appoint a clerk or clerks, who shall also be
