in a public place in said Town, and also at the regular
meeting place of the Fruitland Commission, a notice of
such registration, which said notice shall state the place
where, and the time when, such registration shall be
conducted.
(H) That said Board of Election Supervisors shall
determine the qualifications and rights of each applicant
to register by asking such applicant the following ques-
tions, which shall be answered under oath by such appli-
cant:
(1) Are you a citizen of the United States?
(2) Have you attained the age of twenty-one?
(3) Do you own real estate in the Town of Fruitland
assessed at at least Two Hundred Dollars ($200.00) ?
Should the answer of such applicant be in the affirma-
tive to each such question, it shall be the duty of said
Board to allow such applicant to register. But should such
applicant refuse to answer all such questions, or should
the answer of such applicant be in the negative to any
such question, then such applicant shall not be allowed
to register. Should any applicant answer any question
falsely, he shall be guilty of the crime of perjury and
subject to the penalties by the law of the State of Mary-
land. Any applicant who feels that he has been aggrieved
by any ruling of said Board as to his eligibility to register,
may appeal to the Circuit Court for Wicomico County,
which Court shall determine such appeal.
(I) That it shall be the duty of said Board of Elec-
tion Supervisors to make a record of all applicants, who
present themselves to register and a record of all per-
sons who have registered, and a record of the reasons
why any such applicant has not been allowed to register,
which said records shall be signed by each member of
said Board and sworn to before the Secretary Commis-
sioner, or before another officer having authority to ad-
minister oaths in Wicomico County. Such records, when
not being actually used by said Board shall be turned
over to the said Fruitland Commission to be kept among
the Town records. Such records shall be open to public
inspection.
(J) That the record containing the names of those
persons who have registered shall constitute and be the
list of persons eligible to vote at all Town elections, and
no person whose name does not appear on such record
shall be eligible to vote at any Town election. Provided,
