SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Sec-
tion 38 (c) and Section 38A of Article 1A of the Code
of Public Local Laws of Maryland (1930 Edition), title
"City of Cumberland," sub-title "Police and Fire," as
said sections were amended by Chapter 871 of the Acts
of 1943, relating to leaves of absence and compensation
of members of the Police Force of Cumberland.
SECTION 1. Be it enacted by the General Assembly of Maryland,
Section 38 (c) and 38A of Article 1A of the Code of Public
Local Laws of Maryland (1930 Edition), title "City of
Cumberland," sub-title "Police and Fire," as said sections
were amended by Chapter 871 of the Acts of 1943, be and
they are hereby repealed and re-enacted, with amendments,
to read as follows:
38.
(c). Each member of the Police Force shall be granted
an annual vacation or leave of absence of fifteen days with
pay after one year of service, and if said vacation or leave
of absence may be taken with the approval of the Chief
of Police in such manner and at such time as the members
may desire, providing, that vacation periods or leave of
absence is granted in accordance with the seniority of the
members as the members may prefer. In addition to the
above vacation leave, each member of the Police Force
shall be granted leave of absence with pay four days
each month to be designated by the Chief of Police
and shall be allowed leave of absence with pay on account
of sickness not to exceed fifteen (15) days in any one
year. Any member of the Police Force may accumulate
unused sick leave from year to year, up to sixty days and
may use the same for sick leave at any time. Any officer
