All boats shall carry a standard make approved life
preserver and ring buoy or buoyant cushion for each per-
son on board.
Motorboats propelled by outboard motors not carrying
passengers for hire, are not required to carry fire ex-
tinguishers. All other motorboats shall be required to
carry at least one standard type fire extinguisher. (Row-
boats and canoes are excepted from this regulation.)
All motorboats and sailboats shall be provided with
an efficient whistle, horn, or other sound-producing
mechanical device, such as mouth, hand, or power operated,
capable of producing a blast of two seconds or more dura-
tion and audible for a distance of at least one-half mile.
The use of sirens on boats other than by authorized patrol
boats is unauthorized.
No house-boat of any description shall be permitted on
the waters of Deep Creek Lake.
The Game and Inland Fish Commission and its Wardens
in charge of the area shall have the right to license and
regulate seaplane activity on Deep Creek Lake.
The Game and Inland Fish Commission shall have the
power to promulgate additional rules and regulations con-
sistent with those set forth in this section for the purpose
of carrying out the purposes and provisions of said section.
Penalty: Any person violating the provisions of this
Section shall be deemed guilty of a misdemeanor and upon
conviction fined not less than Twenty-five Dollars ($25.00)
nor more than One Hundred Dollars ($100.00) and may
be sentenced to thirty (30) days in jail, either or both
in the discretion of the Court or Justice of the Peace
before whom said person shall be tried.
108A. (Manslaughter by Motorboat.) Any person
causing the death of another as the result of the driving
operation or control of a motorboat on Deep Creek Lake
in Garrett County in a grossly negligent manner, shall be
guilty of a misdemeanor to be known as "manslaughter
by motorboat", and the person so convicted shall be
sentenced to jail or the House of Correction for not more
than three (3) years or be fined not more than One
Thousand Dollars ($1,000), or be both fined and impri-
soned at the discretion of the Court.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1947.
