a chairman and other necessary officers. The Board shall
appoint a County Roads Engineer for Frederick County
and, if they deem it advisable they shall appoint an Admin-
istrative Assistant when appointed by the Board to the
Roads Board for Frederick County, both of whom shall
serve until removed by the County Roads Board for incom-
petence or other just causes and only after hearing before
said County Roads Board. The County Roads Engineer or
the Administrative Assistant, whichever shall be designated
by the Roads Board, shall serve as secretary of the Board.
The County Roads Engineer shall be a qualified engineer
with four years of college education, a degree of Civil
Engineer, and at least three (3) years successful experi-
ence in road construction and design.
(b) No person holding or owning, directly or indirect-
ly, any interest in any road construction or maintenance
machinery or equipment used on any public streets or
roads in Frederick County and no person having any
interest, directly or indirectly, in any company owning or
operating road construction or maintenance machinery
and equipment used on any public streets or roads in
Frederick County, shall be eligible as County Roads Engi-
neer; and if the County Roads Engineer shall, after his
appointment, directly or indirectly acquire any interest
as above provided, his acquisition thereof shall vacate
his position as County Roads Engineer. The provisions
of this sub-section shall apply to all members of the Roads
Board and any employees thereof.
126. The County Roads Engineer shall be paid a salary
according to the scale set up for a Senior Assistant High-
way Engineer, Grade II employed under the State Roads
Commission, and in addition to the salary provided, the
County Roads Engineer shall receive either (1) an allow-
ance for automobile expenses not to exceed six hundred
($600.00) dollars per year to be determined and approved
by the County Roads Board, or (2) the use of an auto-
mobile to be furnished and maintained by the County
Roads Board, which ever the Roads Board shall decide.
If the County Roads Board shall decide to provide and
maintain a car for the use of the County Roads Engineer,
the said car shall bear a painted inscription identifying
it as the car for the use of the County Roads Engineer.
(a) The Administrative Assistant shall be paid a sal-
ary of from two thousand dollars ($2,000.00) to three
thousand dollars ($3,000) annually, the exact amount to
be set annually by the Roads Board in their discretion.
