Roy M. Fisher for a term of two years; John A. Engle
for a term of three years; William Hobbs for a term of
four years; and Dr. John Messier for a term of five years;
the remaining three members shall be the County Commis-
sioners of Frederick County. At the expiration of the
terms of office of the five members appointed in this sec-
tion, their successors shall be appointed by the Governor
to serve for terms of five years each. The Governor, in
making appointments, shall appoint persons solely because
of their character and fitness except that beginning with
the year 1951, the Governor shall make appointments so
that not more than three of the appointed members on said
Board shall be of the same political party. Hereafter ap-
pointments shall be made so that one member of said Board
shall be appointed from Brunswick, Petersville, Burkitts-
ville, Jefferson and Ballenger Election Districts, one from
Middletown, Jackson, Hauvers, Catoctin, and Braddock
Election Districts, one from the Emmittsburg, Thurmont,
Lewistown, Creagerstown and Tuscarora Election Districts,
one from the Woodsboro, Walkersville, Liberty, Johnsville
and Linganore Election Districts, and one from the Wood-
ville, New Market, Urbana, Buckeystown, Frederick and Mt.
Pleasant Election Districts. The Board shall hold at least
one regular meeting per month and such special meetings
as are called on order of the Chairman. Each appointed
member of the Roads Board shall be paid the sum of five
dollars ($5.00) for actual attendance at all regular or duly
called special meetings. All members of the Roads Board
shall receive traveling expenses at the rate of five cents
(5c) per mile, in addition to the fees hereinbefore pro-
vided, whenever inspections of roads are made at any
regular or special meetings. The Roads Board shall pe-
riodically, within their discretion, hold special meetings
and invite, through advertisement in a newspaper regu-
larly published in Frederick County, interested citizens
to attend and present petitions and requests at such spe-
cial meetings.
124. The duly constituted attorney for the Board of
County Commissioners of Frederick County is hereby made
the attorney for the County Roads Board of Frederick
County and shall receive as compensation the sum of One
Hundred Dollars ($100.00) per annum, plus fees for special
services to said Board, as authorized by the County Roads
Board of Frederick County.
125. (a) It shall be the duty of the County Roads
Board at the regular meeting in May of each year to elect
