127. (a) The County Roads Engineer shall period-
ically, as directed by the County Roads Board, conduct
traffic surveys of the county roads of Frederick County
and prepare and revise, when necessary or advisable, plans
for a primary and secondary County Roads System. The
County Roads Board shall have power to enter into agree-
ments with any agency of the Federal Government with
respect to the conduct of traffic surveys.
(b) The Primary Roads System shall consist of those
roads carrying the largest volume of traffic and shall
constitute the more important county roads of Frederick
County.
(c) The Secondary Roads System shall consist of roads
carrying a smaller volume of traffic and shall constitute the
less important roads.
(d) The County Roads Engineer shall prepare and
recommend to the Roads Board standard specifications for
types of road surfaces, etc., to be used in the construction
of both primary and secondary systems of roads. Any
system of roads, which it will be the intention of the
County Roads Board to turn over to the State Roads Com-
mission, shall have the specifications and design of said
road approved by the State Roads Commission before
construction is begun.
(e) The County Roads Board shall review the plans
of the County Roads Engineer as often as the said Board
shall deem advisable and it shall be the duty of the County
Roads Engineer, as such plans are approved by the Roads
Board, to proceed to construct, insofar as funds are avail-
able, such roads as are most needed, as determined by the
County Roads Board.
127A. (a) The said Engineer shall have authority
to make such repairs as are necessary to remedy any
serious defect in the existing system at any time, but the
said Engineer shall have the approval of the Roads Board
before making any new construction or reconstruction of
county roads.
(b) The County Roads Board is hereby authorized to
buy such equipment as is necessary for the construction
of roads and to buy and operate stone crushers for the
manufacture of materials for road building.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the preservation of the public health and safety, and
