Any person who transports or attempts to transport out of
the State of Maryland any oysters in the shell, without first
having procured a permit for so doing, shall be guilty of a
misdemeanor, and upon conviction thereof, shall be fined not
less than One Hundred Dollars ($100.00) nor more than Two
Hundred Dollars ($200.00) ; and in addition to such fine, said
person shall be subject also to the legal action provided in
this sub-section for the collection of any unpaid taxes which
may be due the State.
(1) Clams. Any person violating the provisions of Sec.
14 shall be guilty of a misdemeanor, and upon conviction
thereof be fined Twenty-five Dollars ($25.00) or stand com-
mitted to the county jail in which such violation occurred
until said fine is paid.
SEC. 2. And be it further enacted, That Section 5(1) of said
Article 72 be and it is hereby repealed.
SEC. 3. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 605.
(Senate Bill 44)
AN ACT to add eight new sections to Article 41 of the Anno-
tated Code of Maryland (1939 Edition), title "Governor-
Executive and Administrative Departments", sub-title "De-
partment of Legislative Reference", said new sections to be
known as Sections 103A to 108H, inclusive, to follow imme-
diately after Section 103 of said Article, to be under sub-
heading "Fiscal Research Bureau", and to repeal Sections
7, 8 and 9 of Article 31 of the Annotated Code of Maryland
(1939 Edition), title "Debt—Public", sub-title ''Statement
of Financial Condition", creating and establishing a State
Fiscal Research Bureau, providing for a Director thereof
and defining the powers and duties of each, and providing
that certain financial officers of the several counties, munici-
palities and other political sub-divisions of the State shall
furnish said Bureau certain information.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That eight new sections be and they are hereby added
