to Article 41 of the Annotated Code of Maryland (1939 Edi-
tion), title "Governor—Executive and Administrative Depart-
ments", sub-title "Department of Legislative Reference", said
new sections to be known as Sections 103A to 103H, inclusive,
to be under sub-heading "Fiscal Research Bureau", and to
follow immediately after Section 103 of said Article, and to
read as follows:
103A. There is hereby created and established in the Depart-
ment of Legislative Reference a Bureau to be known as the
State Fiscal Research Bureau. It shall be the function of this
Bureau to collect, tabulate, and publish comprehensive data on
the taxable basis, revenue yield and expenditures of each incor-
porated town and city and each county within the State; to
conduct and make such special investigations, studies and re-
ports relating to all matters involving State and local taxation
as the Governor, General Assembly, or Legislative Council may
direct; to conduct and make a continuing study or studies of
State and local fiscal relations and the fiscal relationship of
the State and the various Departments, Commissions, Boards,
Divisions and Units of the State Government and their per-
sonnel, as well as State institutions and plants and their opera-
tion; to assist any commission or committee appointed by the
Governor, the General Assembly, the Legislative Council or
any standing committee of the Senate or House of Delegates
to study questions on taxation, and related matters; to ex-
change information relating to taxation and related matters
with other State agencies or with agencies of the Federal
Government; and to make such other special studies, investi-
gations and reports as the Director of the Department of
Legislative Reference, the General Assembly or the Legis-
lative Council may direct.
103B. The State Fiscal Research Bureau shall have a
Director who, upon the recommendation of the Director of
the Department of Legislative Reference, shall be appointed
by the Director of the Department of Legislative Reference.
The Director shall be a person who has had prior experience
or training in research, statistical analysis and subjects relat-
ing to taxation generally and shall devote his entire time in
performing and carrying out the various duties and assign-
ments of the State Fiscal Research Bureau as set forth in this
sub-title. The Director shall receive such annual salary as
shall be provided in the State Budget.
103C. The Director of the State Fiscal Research Bureau
shall hold office indefinitely and shall be removed by the
Director of the Department of Legislative Reference only upon
