after October 1st in any year, one-half of the regular
annual registration fee shall be paid.

76. (Refunds on Semi-Annual Basis.) Upon the sur-
render of the certificates and registration plates provided
for in Classes A, B, C, D, E, F, G, H, I and J, and upon
application made therefor, the original owner shall be
entitled to refund of the amount paid for such certificates
and registration plates for the unused portion of the regis-
tration year calculated on a semi-annual basis with no
allowance for fractional portions of a half-year period;
provided, however, that in the case of Class A, the refund
shall be $5.00 where the fee is $15.00 and $7.50 where
the fee is $23.00, and in the case of Class D the refund
shall be $1.50.

SEC. 3. And be it further enacted, That Section 27B of
Article 661/2 of the Annotated Code of Maryland (1943 Sup-
plement) , title "Motor Vehicles", sub-title "Administration
—Registration—Titling", as said Section 27B was enacted
by Chapter 753 of the Acts of 1945, be and it is hereby
repealed, in so far as said section applies to Class A. and
Class D. motor vehicles.

SEC. 4. And be it further enacted, That Sections 277,
278, 279, 280 and 281 of said Article 66 1/2 of the Anno-
tated Code of Maryland (1943 Supplement), title "Motor
Vehicles", sub-title "Operation of Vehicles Upon High-
ways", as said Section 280 was amended by Chapter 816
of the Acts of 1945, be and the same are hereby repealed,
in so far as said sections apply to Class A and Class D
motor vehicles.

SEC. 5. And be it further enacted, That all laws or
parts of laws whether public general or public local incon-
sistent with the provisions of this Act, be and they are
hereby repealed to the extent of such inconsistency.

SEC. 6. And be it further enacted, That this Act is
hereby declared to be an emergency measure and neces-
sary for the immediate preservation of the public health
and safety and having been passed by a yea and nay vote,
supported by three-fifths of all of the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.
