for determining the gross weight of vehicles to which this
section is applicable. The State Roads Commission and the
Commissioner of Motor Vehicles shall also have the power,
acting jointly, to prescribe the form of application blanks
on which shall be shown the information required in con-
nection with the issuance of the licenses required by this
section. The Commissioner of Motor Vehicles shall not be
allowed any commission on the collection of the fees for
Classes A and D motor vehicles or for making remittances
from said fees to Baltimore City and several counties, nor
shall he require applicants for motor vehicle licenses to pay
postage for same.

(f) Any person may secure a license for a higher clas-
sification any time during the year providing he pays the
registration fee for such higher classification, and if he
secure such higher classification license during the first
six months he shall be required to pay the higher fee for
the entire year, but if secured during the last six months
of the license year he shall be required to pay the higher
fee for one-half year, with a credit for the fee already paid
in each instance.

(g) When making application for license of motor
vehicle, tractor or trailer where registration fee is based
on maximum gross weight the applicant shall present a
certificate giving the empty weight, including body, cabs,
spare tire, etc., and shall declare the load he decides to
carry.

(h) Maximum' Gross Weight as used in this section
shall mean the weight of the vehicle and load when the
vehicle is loaded.

. (i) No person shall operate on the public highways or
streets within this State any motor vehicle with a gross
weight greater than that registered as herein provided
and any violation of this section shall be a misdemeanor
punishable by a fine of not less than $50.00 for the first
offense and not less than $75.00 for any succeeding offense
or by imprisonment for not more than 60 days or both in
the discretion of the court or magistrate.

75. (Fees on Semi-Annual Basis.) The charges pre-
scribed in Section 74 shall be for the entire twelve months
of the registration year except as hereinafter provided. If
a certificate provided for any vehicle licensed under Section
74 be issued on on before October first in any year, the
regular annual registration fee shall be paid and if issued
