hending and punishing all tramps and vagrants; they may
pass all ordinances necessary from time to time to carry
out and enforce the foregoing provisions, and to give full
force and effect to the powers and authority conferred on
said corporation, and may enforce such ordinances by
reasonable fines and penalties, not exceeding one
hundred dollars in any one case, as may appear to
them right; they may recover said fine or penalty by an
action of debt, and, in addition thereto, may provide in
the ordinance for the imprisonment of the offender until
the fine is paid, not exceeding sixty days, such imprison-
ment to be in the town lockup or in the jail of Carroll
County; and the Sheriff of Carroll County shall receive
any. person so committed.
370. Any person who shall pay his or her taxes levied
as aforesaid within thirty days after the date of such
levy shall be entitled to a discount of two per cen-
tum thereon, which discount shall be allowed to the treas-
urer in the settlement of his account with the Mayor and
Common Council.
371. All taxes levied as aforesaid shall bear interest
after ninety days from the date of such levy,
and the bailiff shall pay over all levies placed in his
hands for collection within four monthhs after receipt of
said list, and shall, every thirty days, pay over so much
as may have been collected by him, and upon his failure to
do so his bond shall be put in suit.
373. The bailiff shall perform such duties as
they shall direct, shall preserve the peace and
good order of the town, and for this purpose
is vested with the same power and authority as any con-
stable under the laws of the State; and it shall be his duty
to inform on all persons violating the ordinances of the
town or the laws of the State, and have process issued
for their arrest, and to arrest without warrant all persons
who, in his view, shall violate said laws and ordinances,
and shall receive the same fees for arrest and execution
of process issued by a justice of the peace or trial magis-
trate as are allowed to constables under the laws of this
State.
383. All elections hereunder after the first elections
herein provided for shall be held at such places as the
Mayor and Common Council of Sykesville shall designate,
after at least ten days' public notice of the same shall be
given by them, and three judges thereof shall be designated
