and appointed by them ten days prior thereto, who shall
appoint one clerk, all of whom shall receive such
compensation as the Mayor and Common Council
shall determine; and at said election the polls shall
be kept open from two o'clock P. M., to 7 o'clock P. M.
when they shall be closed, and the ballots publicly counted,
and the said judges shall, within two days after the elec-
tion, make a true and correct return of the same under their
hands, to be addressed and transmitted to the Mayor, who
shall convene the Common Council on the second Monday
of May after each election to receive the returns of
the same.

384A. The Mayor and Common Council shall provide
by ordinace for the registration of the legally qualified
voters of said town, a list of which shall be furnished
the election officers from which to determine the qualifi-
cations of any persons applying to vote. And the Mayor
and Common Council may also provide by ordinance for the
method of nominating candidates for office in said town.

384B. The Mayor and Common Council may also pro-
vide by ordinance for the regulation of building and for
the regulation of the streets in said town by requiring
permits for the erection of buildings, encroachments or
approaches to the streets or highways in said town.

384C. The Mayor shall preside over the meetings
of the Common Council but shall vote therein only
upon occasion of a tie vote among the members
of the Council. The members of the Common Council
shall elect one of their number to be President
of the Common Council, who shall preside over the meet-
ings of the Common Council in the absence of the Mayor.
All ordinances or resolutions after they have been passed
by the Common Council shall be submitted to the Mayor,
who, if he approves them shall sign them. If he disapproves
any ordinance or resolution he shall return the same to the
Council stating the grounds for his disapproval. If, upon
reconsideration such ordinance or resolution be passed by
an affirmative vote of 4 out of 6 Councilmen, such ordinace
or resolution shall become effective notwithstanding the
the disapproval of the Mayor.

SEC. 3. And be it further enacted, That this Act shall
take effect June 1, 1947.
