as a Councilman of said town unless for one year
before his election he be an owner in fee simple of
real estate in said town in his name in the amount
of at least one thousand dollars, and shall so remain
during his term of office; and his term of office shall ter-
minate upon his removal of residence from the town lim-
its. Neither the Mayor nor any of the Councilmen shall
during their term of office hold or be interested in any
office under the corporation, or be a party, directly or indi-
rectly, to any contract or undertakings entered into on the
part of said town.
356. The said Mayor and Councilmen elected hereunder
shall meet on or before the second Monday in May next
succeeding their election, when they shall qualify and
thereafter meet for the discharge of their official duties, on
the second Monday of each and every month. They shall
receive such compensation for their services as may
be determined by ordinance, and in case of vacancy in
either of these offices by reason of death, refusal to act.
disqualification, resignation or removal beyond the cor-
porate limits, the Mayor and Council, or a majority of
them, for the time being shall elect a successor from the
citizens of the town to fill said vacancy until his successor
shall have been elected and qualified.
358. The Mayor and Common Council may provide by
ordinance for the government of the town, for the
preservation of the peace and order therein, and for se-
curing to the residents of said town all rights of person
and property to which they are by law entitled; for the
surveying, grading, paving, repaving, draining, laying
out, extending, opening, closing, straightening or reloca-
ting any of the highways, roads, streets, sidewalks or
alleys in said town, and may condemn or purchase the
right of way for any street or alley which they may deter-
mine shall be opened for the public good, the process of
condemnation to conform, as far as may be, to the con-
demnation of property for roadways by the Commissioners
of Carroll County, as authorized by law; for the removal
of nuisances; for the removal of obstructions from the
streets, lanes and alleys, for the establishment of build-
ing lines and building regulations, for prohibiting
the carrying of concealed weapons; for prohibit-
ing the discharge of firearms, fire crackers, torpedoes and
other explosives; for preventing swine, fowls, dogs or
other animals from running at large on the streets; for
for licensing theatrical or other amusements; for the sup-
pression of gambling, vice and immorality; for appre-
