fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect

CHAPTER 69.
(House Bill 145)
AN ACT to repeal Section 450 of Article 13 of the Code of
Public Local Laws of Maryland, title "Harford County",
sub-title "Roads", as the same is contained in Higinboth-
om's Code (legalized by Chapter 160 of the Acts of 1943),
and to make it an emergency measure to take effect the
date of its passage.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 450 of Article 13 of the Public Local Laws
of Maryland, title "Harford County", sub-title "Roads", (Hig-
inbothom's Code), be and the same is hereby repealed.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and
being passed upon by a yea and nay vote, supported by three-
fifths of all members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date
of its passage.

(House Bill 162)
AN ACT to repeal and re-enact, with amendments, Sections
384 and 385 of the Harford County Code (1942 Edition),
being Article 13 of the Code of Public Local Laws of Mary-
land, title "Harford County", sub-title "Havre de Grace",
relating to the power of the Mayor and City Council of
Havre de Grace to lease property owned by said City.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 384 and 385 of the Harford County Code
(1942 Edition), being Article 13 of the Code of Public Local
Laws of Maryland, title "Harford County", sub-title "Havre
de Grace", be and they are hereby repealed and re-enacted,
with amendments, to read as follows:
