384. The Mayor and City Council is hereby authorized
to acquire by purchase or condemnation procedings or
to sell and transfer any real estate, other than utilities, on
terms pre-arranged and agreed upon with the purchaser or
lessee providing the assent shall first be had and obtained of a
majority of the legal voters casting ballots at a general or
special election held for that purpose after twenty days' public
notice in two newspapers, if so many be published in said
City, published at least once a week for three successive weeks
prior to such election.
385. The Mayor and City Council shall have authority to
rent or lease any property belonging to the City for a non-
renewable term of fifty years or less without the consent of a
majority of the voters first being had and obtained.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
72 of Article 81 of the Annotated Code of Maryland (1943
Supplement), title "Revenue and Taxes", sub-title "Tax
Sales", relating to the definition of the word "Collector",
in so far as it applies to Baltimore City, when used in
the aforementioned sub-title.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 72 of Article 81 of the Annotated Code of
Maryland (1943 Supplement), title "Revenue and Taxes",
sub-title "Tax Sales", be and the same is hereby repealed and
re-enacted, with amendments, to read as follows:
72. (Definitions.) When used in this sub-title "Collector"
means the County official whose duty it is to collect all taxes
of the S'tate of Maryland levied or to be levied for any year
on real property in the county for which he is elected or
appointed, and in Baltimore City the Collector or Treasurer
appointed by the Mayor of the City of Baltimore in the man-
ner prescribed by the Charter of said City, and the Deputy
Collector or Deputy Treasurer of said City during any sick-
