Standing Committee of the Senate and House of Delegates,
upon Pubic Buildings, in the matter of certain charges made
by Dr. Conrad, late Superintendent of the Maryland Hos-
pital for the Insane, situated at Spring Grove, against Dr.
C. W. Chancellor, President of the Board of Managers of
said Institution, respectfully beg leave to report to your Hon-
orable Bodies, that after having diligedtly examined all the
witnesses and carefully considered all the evidence adduced
before them, they find that since the organization of the
present Board of Managers under the Act of 1876, and the
selection by them of Dr. Conrad, as Superintendent, the said
Institution has been better conducted and many improvements
have been made under its present management, and your
Committee say that it is much to be regretted that within the
last four months disagreements have arisen amongst the offi-
cers of said Institution, which have caused the resignation of
Dr. Conrad, and your Committee are of the opinion that the
present charges were the outgrowth of said disagreements,
and that this investigation was instigated by the feeling they
engendered.
The facts charged upon the one side, and either admitted
on the other, or established by the evidence, contain nothing
in themselves reprehensible, and your Committee are unable
to discover any improper motive actuating the officer charged
in his official conduct.
