"County Commissioners, " to be known as Sections 87 A, 87
B, 87 O, 87 D, 87 E, 87 F, 87 Q, 87 H, 87 I, 87 J, 87 K, 87
L, 87 M, 87 N, 87 O, 87 P, 87 Q, 87 R, 87 S and 87 Z, and
re-enact the same so as to read as follows.

Which was read a first time and referred to Senators New-
comer, Bannon and Wilson.

Mr. Lee submitted the following message:

BY THE SENATE,

January 16, 1878.
Gentlemen of the House of Delegates:

We have received your message inviting this House to con-
vene with your Honorable Body, in Joint Assembly, at 12
o'clock, meridian, this day, January 16th, 1878, in accord-
ance with the Act of Congress, approved July 25th, 1866,
entitled an Act to regulate the times and manner of holding
elections for Senators in Congress, and respectfully concur
therein.

AUGUSTUS GASSAWAY,

Secretary.

Which was read, assented to and sent to the House of
Delegates.

Mr. Bannon submitted the following message:

BY THE SENATE,

January 16, 1878.
Gentlemen of the House of Delegates:

We have received your message proposing the appointment
of a Joint Special Committee of five—three on the part of the
House and two on the part of the Senate, to visit the Mary-
land Penitentiary, and to examine into the present condition,
the manner in which it is conducted, and to report to the two
Houses, and non-concur therein.

Secretary.

Which was read, assented to and sent to the House of Del-
egates.

JOINT ASSEMBLY.

The hour of 12 having arrived, the Senate proceeded to the
Hall of the House of Delegates, for the purpose of convening
in Joint Assembly with that Body, for the election of United
States Senator.
