of Baltimore especially charged with the advancement and
protection of its local affairs.
Resolved, That the General Assembly of Maryland, Arti-
cle 4, Section 837, of Public Local Laws, confers upon the
Mayor and City Council, of Baltimore full power for open-
ing and closing up highways within the corporate limits of
the City, and to levy upon the people, therein resident, such
sums as may from time to time be deemed necessary to cover
the expenses consequent upon such improvements ; and hay-
ing, therefore, such power, the two Branches of the City
Council of Baltimore, respectfully represent that it would
be unjust on the part of a Legislative Body, a large majority
of which represent parts of the State not in anywise interest-
ed in this matter of a bridge .over the Patapsco River, to
force upon the people of Baltimore, a measure providing for
a local highway, regardless of the opinions and wishes the
latter may entertain on the subject.
Resolved, That the members of the General Assembly,
from Baltimore City, be requested to oppose the passage of
the said bill.
Resolved, That a copy of the foregoing, signed by the
proper officers of each Branch of the City Council, be trans-
mitted to each Branch of the Legislature of Maryland.

The President also presented the petition of sundry citi-
zens, of Talbot County, asking the appointment of an addi-
tional Magistrate in, the 5th District, cf said county.

Mr. Franklin presented the petition of Edwin J. Derickson
and 34 others, asking that the act of incorporation of the
Town of Berlin, in Worcester County, be amended.
