the Code of Public General Laws, title "Corporations," pro-
hibiting the issue of notes or obligations in place of money
or loans, to be called sub-Section A.

The President presented to the Senate the following Joints
Eesolutions of the City Council of Baltimore.
JOINT RESOLUTIONS :
In reference to the bill pending before the General Assem-
bly, to compel the City of Baltimore to purchase or build a
bridge over the Patapsco River.
WHEREAS, A bill has been reported to the Maryland House
of Delegates, entitled "An Act to repeal Chapter 220, of the
Acts of 1876 entitled an Act to establish a free bridge over
the Patapsco River, at or near the present site of Light Street
Bridge, and to provide for free travel from Anne Arundel
County to Baltimore City, &c.," and
Whereas, Said bill, under a specified contingency, compels
the City of Baltimore, in conjunction with Anne Arundel
County, to construct a free bridge over the middle branch of
the Patapsco River, commencing at some point within the
domain of Baltimore City, and extending to a point in Anne
Arundel County, near the southern terminus of Light Street
Bridge, at their joint expense, to maintain the same accord-
ingly, and to levy upon the taxable inhabitants of said city
and county, a sum sufficient to pay the cost of construction,
not to exceed $40,000, and the maintenance and keeping in
repair said bridge; therefore
Resolved, By the Members of both Branches of the City
Council of Baltimore, that, while they do not at this time
deem it important, or even pertinent, in the foregoing con-
nection, to express an opinion upon the utility and expedi-
ency of having a free bridge over the Patapsco River, at the
point indicated, they do not hesitate in entering their protest
against the adoption of a measure, which embraces a feature
that compels the Mayor and City Council of Baltimore, irre-
spective of its opinion or wish upon the subject, to levy a tax.
