The Hon. E. C. Hollyday, Secretary of State, appeared
and delivered a communication for the Executive, endorsed,
"Executive Business."

Senate bill entitled an Act to amend an Act to incorporate
the Principio Manufacturing Company, Chapter 113, of the
Acts of 1867, and to change the name of said corporation to
"the George P. Whitaker Company,"

Was read the second time, and ordered to be engrossed for
a third reading.

Senate bill entitled an Act to create a new Election Dis-
trict in Caroline County, to be known as "Ridgely District,"
or District No. 6, of Caroline County."

Being upon its second reading,
Mr. Garey submitted the following amendment:
AMENDMENT PROPOSED.

Section 6. And be it enacted, That at the first Congres-
sional election to be hereafter held, the legal voters of the
said election district hereby created, shall determine by bal-
lot, where the voting place or poll in said District No. 6,
shall thereafter be, in the following manner: The said voters
shall declare by ballot, on which shall be printed or written,
the words : "For Hillsborough" or the words : "For Ridge-
ley," which ballots shall be received by the Judges of Elec-
tion and deposited in the ballot-box, and shall be counted
and returns thereof made bysaid Judges in the same man-
ner as other ballots are counted and returned, and if there
shall be a majority of such ballots, "For Hillsborough," that
place shall be thereafter the voting place or polls of said
Sixth District, and if a majority of said ballots shall be "For
Ridgeley," then Ridgeley shall be and continue the voting
place or polls of said Sixth District.
