Mr. Miller submitted the following amendment :
AMENDMENT PROPOSED.

Add at the end of the 1st Section, the following words:
"But before any of said bonds shall be issued as hereinbefore
provided, or contracts entered into for keeping the said canal
and its works in good condition and repair, or for providing
such supply of water as may be necessary to make the said
canal effective as a means of transportation, or for any other
purpose whatsoever, the President and Directors of said canal
shall invite proposals for said repairs and work, and shall
award the contract or contracts for the same to the lowest re-
sponsible bidder, who shall be required to give such bond as
the said President and Directors, and the Board of Public
Works may approve, for the faithful performance of such con-
tract or contracts, and no such contract or contracts for the
purposes hereinbefore mentioned, shall be valid unless the
same be approved by the Board of Public Works."

Which was rejected.

Mr. Garey submitted the following amendment :
AMENDMENT PROPOSED.

In the 32d line, Section 1st, strike out "on such terms as
may seem to them proper," and insert "at not less than par
value, or 100 cents to the dollar."
