The President of the Senate being absent from the seat of
Government, the Senate proceeded to the election of a Presi-
dent pro tem, and

On motion by Mr. Cooper,
Mr. Gorman was elected President pro tem.
The proceedings of Friday were read and approved.

Mr. Steiner presented the following memorial from the
Board of County School Commissioners of Frederick County:

To the Honorable,

General Assembly of Maryland:

The Board of County School Commissioners of Frederick
County, most respectfully represent the following statement
of facts relative to the Public Schools of Frederick County
and of the State of Maryland, as pertaining to their rela-
tions to the Comptroller of the Treasury as represented by
Hon. Levin Woolford, and to earnestly protest against the
passage of the bill presented by Senator Bannon, or any
other that will legalize the gross injustice done the Public
Schools, by the action of the late Comptroller.

1st. The Legislature of the State having made ample pro-
vision for educational purposes, and the maintainance of
Public Schools, the people of the State who are dependent
upon Public Schools, have a right to expect and demand a
fulfillment of these legislative enactments, That Mr. Wool-
ford has applied the Public School Tax to purposes other
than those for which it was intended, to such an extent, that
the Public Schools of the State have been deprived of a sura
of money not less than four hundred and fifty thousand
dollars.

2nd. The Board of County School Commissioners of Frede-
rick County, do further charge and assert, that Mr. Wool-
ford in his endeavor to exhibit to the people of the State of
Maryland, a creditable condition of the Treasury, and a re-
duction of State taxation, has done so by an erroneous ap-
propriation, (either willfully, or otherwise, ) of nearly half
a million of dollars due the Public Schools, and the Courts
having decided that the Schools are entitled to this money,
the Comptroller is endeavoring to have the Legislature
justify and condone this great wrong to the Public Schools of
the State, in opposition to the decision of the Courts, and
sheer justice to the citizens of this commonwealth.

3rd. The Board of County School Commissioners of Frede-
rick County further represent, that the Hon. Levin Wool-
ford in his Table L for 1877. charged as having paid to the
