FRIDAY, February 1st, 1878,
Senate met pursuant to adjournment.
Prayer by the Rev. J. H. Dashiell.
Present at roil call the following Senators:

Messrs. President, Bannon, Combs, of Allegany, Combs,
of St. Mary's, Cooper, Dennis, Ford, Franklin, Freeman,
Garey, Gorman, Hepbron, Hill, Humphreys, Joyce, Lancas-
ter, Lee, Miller, Newcomer, Peter, Stump, Sulivane, Welfley,
Wilson—24.

The proceedings of yesterday were read and approved.

The President presented to the Senate the following com-
munication and Resolution from the Second Branch of the
City Council of Baltimore.

SECOND BRANCH CITY COUNCIL OF BALTIMORE,

February 1st, 1878,

Hon. Edward Lloyd, President of the Senate:

Sir: —Under instruction of the Branch, I have the honor
to transmit to you, herewith, to be laid before the Senate, a
copy of a preamble and Resolution, adopted by the City
Council of Baltimore, on the 21st January, ult.
I beg to remain your obedient servant,

WHEREAS, In the case of the School Commissioners of
Prince George's County vs. Levin Woolford, Comptroller of
the State, the Circuit Court for Anne Arundel County deci-
ded that there is due by the State of Maryland to the Public
School Fund of the Counties and of the City of Baltimore, a
very large sum of money, amounting, it is believed, to four
hundred thousand dollars, or thereabouts, in excess of the
sum admitted by the Comptroller to belong to said fund, and

Whereas, Since the said decision, leave has been asked to
introduce a bill, practically annulling the decree in said case,
and designed to prevent the Counties and the City of Balti-
more from obtaining said money, paid by the tax-payers of
the State for the use of our Public Schools, and

Whereas, The City of Baltimore is largely interested in
the proper appropriation of said fund; therefore, be it
