The President presented to the Senate the Annual Report
of the Comptroller of the Treasury, and Commissioner of
Insurance, with the following communication:

COMPTROLLER'S OFFICE,
Annapolis, January 4th, 1878.
Hon. Edward Lloyd, President of the Senate.

Dear Sir: —I herewith transmit to your Honorable Body
my Annual Report of the operations of the Treasury Depart-
ment for the fiscal year, ended 30th September, 1877, with
the accompanying document.

I have the honor to be very respectfully,

Which were severally read and referred to the Committee on
Finance, (hereafter to be appointed. )

The President presented to the Senate the following com-
munication from the State Librarian:

STATE LIBRARY,
Annapolis, January 4th, 1878.
A. Gassaway, Esq., Secretary of the Senate.

Sir: —In response to the order of the Senate passed on
yesterday, I have to state that there are no copies of the
Constitution left in the Library, and not sufficient copies of
the Code and Supplements to fully furnish the members of
the Senate and House.

This deficiency arises from the fact that copies of both
Constitution and Code furnished to former Legislatures were
not returned to the Library, after the close of the session.

I would respectfully suggest that the course adopted at the-
last session he now followed, to wit: that I shall furnish 6
copies of the Code and Supplements for the use of the
Senate.
