STATE INDUSTRIAL ACCIDENT COMMISSION
The work of this Commission has been handicapped through lack of certain
personnel and I am recommending an increase in the budget for the employment
of one industrial accident investigator, one clerk and one stenographer for the
Commission; two investigators, two payroll auditors and two stenographers for
the State Accident Fund.
Investigation discloses that these additional employees are necessary to
enable the Commission adequately to 'enforce the laws. An additional allowance
of approximately $1, 100. 00 is also made in the expense account for travel of the
additional employees.
MILITARY DEPARTMENT
I am recommending practically the same General Fund appropriation in
1942 as in 1941. You are aware, of course, that the National Guard will, under
the Federal law, be in training for a period of a year. If the Federal law is not
changed to extend this period, the Maryland Companies composing the National
Guard, will be home during nine months of the 1942 fiscal year and for the
entire year of 1943. There should be some reduction in expenditures in 1941
and 1942 and these savings will revert to the Treasury. However, because of
unsettled conditions of world affairs, I am recommending the same appropria-
tion for the next biennium, but all of the controls over reversions will, of course,
obtain.
I am recommending for the Military Department $100, 000. 00 in the Bond
Issue, $50, 000. 00 of which will be for the completion of the Airport and Naval
Reserve Building now under construction, and $50, 000. 00 for improvements to
Armories throughout the State, and to Camp Ritchie.
UNIVERSITY OF MARYLAND
The University of Maryland comprises important units of activity which
serve a. useful purpose to the people of the State. Generally speaking, this
institute comprises the six colleges at College Park for instruction in Agri-
culture, Home Economics, Arts, and Sciences, Engineering, Education and Com-
merce. In Baltimore, there are the four professional schools and the hospital,
and these schools and colleges carry on the educational functions of the Uni-
versity. At College Park, agricultural work is centered in the Extension Ser-
vice, the Experiment Station and related activities.
The work of the State Board of Agriculture is, of course, carried on under
the Regents of the University of Maryland and the State Board of Agriculture.
In Baltimore also the State Department of Forestry, Maryland Geological Sur-
vey and the State Weather Service are located, and are under the control and
supervision of the Board of Regents. At Princess Anne is a college for negro
young men and women to whom are taught agriculture and mechanical arts.
The diversity of interests of the University is large and the activities are
extensive. As I indicated in my message, delivered to you a few days ago,
6, 167 full time students are now enrolled, and in addition there are 2, 997 short
course and special students. I also reported to you that in the last two years
