the construction and equipment of a new cottage to accomodate between forty
and fifty boys. This will enable the school to meet the demands made upon it
during the next biennium.
The school is well provided with facilities for academic and vocational
training, but needs $10, 000. 00 for certain equipment and improvements which
also I am recommending to be appropriated in the Bond Issue. There will there-
fore be an appropriation of $125, 000. 00 in the Bond Issue, plus a small increase
in the maintenance budget of $1, 636. 00. It is estimated that 240 boys will be
cared for in 1942 and 280 in 1943, due to the new cottage, at a per capita cost
of $497. 00.
Montrose School for Girls—I am recommending in the Bond Issue an ap-
propriation of $7, 000. 00 for remodeling Wilson Cottage to accomodate eleven
additional girls. It is also necessary to appropriate $15, 000. 00 for equipment
for a vocational building which has just been completed, and an additional
$2, 000. 00 for kitchen and dining room equipment. There is thus a total of
$24, 000. 00 appropriated to this institution in the Bond Issue.
With the provision for eleven additional girls, the population in 1942 and
1943 is estimated to be 127 and the per capita cost $557. 00.
Maryland Training School for Colored Girls—An appropriation of $50, -
000. 00 is recommended for this institution to complete the gymnasium and
assembly hall. At present there is no place for the girls to congregate for
athletic and recreational purposes, and the new building, for which the founda-
tion already has been laid, and which adjoins the administration building, will
meet this need.
It is necessary also to provide $10, 000. 00 for a sewerage system, so that
I am recommending for this institution a total appropriation of $60, 000. 00 from
the Bond Issue. It is estimated during the next biennium 103 girls will be
cared for each year, at a per capita cost of $397. 00.
Cheltenham School for Boys—The State recently has acquired this Institu-
tion and the Board of Managers is making every effort to improve facilities for
academic and vocational training.
A Supervisor of Education was appointed about a year ago, and plans have
been developed for a more adequate program of academic and vocational train-
ing. If the institution is to realize its greatest possibilities, it is necessary that
the boys be taught vocations in which they can obtain employment after they
leave the school. Very little of this work has been done heretofore.
In order to provide these facilities, I am recommending that in the Bond
Issue an appropriation of $95, 000. 00 be made for the construction and equip-
ment of a building for vocational education. It is also necessary to provide
additional power plant facilities, to cost $40, 000. 00, and to extend sewerage
and water supply systems at a cost of $50, 000. 00. Finally, the cottages are
much overcrowded, and in order to relieve this congestion, I am recommending
an appropriation of $70, 000. 00 for the construction and equipment of a new
cottage. Therefore, the total amount recommended for Cheltenham out of the
Bond Issue is $255, 000. 00.
It is felt that this sum is necessary to provide the facilities above indicated.
I am also recommending an increase in the maintenance budget of $31, 266. 00.
