This is an institution of minimum security, to which can be assigned those
offenders whose conduct in prisons of greater security has earned them the
privilege of completing their sentence on the farm. The institution is being
built with inmate labor—with a saving to the taxpayers of the State. Since
the beginning of construction in 1931 it has been the practice to maintain the
inmates from funds appropriated for construction, on the theory that simi-
lar costs of maintenance of workers would have been included in the price
had construction been done by non-prison labor. This principle, I believe to be
reasonably sound and I am recommending its continuance, but only until con-
struction has been completed. After that time, a maintenance budget should,
of course, be provided in the usual manner.
TRAINING SCHOOLS
Maryland Training School for Boys
Allowance from the General Construction Loan of $30, 000. 00 is recom-
mended for this institution for additions to and equipment of buildings.
Maintenance:

This increase provides for the employment of an assistant field supervisor,
and for small necessary increases in expense items, which are essential properly
to maintain the institution.
Cheltenham School for Boys
This institution has only recently been acquired by the State. It was
formerly operated under private auspices. It is the only institution of the State
for the care and training of delinquent colored boys. The present population
is 420. Certain improvements and additions to the plant are urgently needed,
and I am recommending from the General Construction Loan the following
allowances, and for the purposes indicated:
For addition to power-house and equipment, $40, 000. 00; for laundry build-
ing and equipment, $20, 000. 00; for new gymnasium building and equipment,
$25, 000. 00—aggregating $85, 000. 00.
In maintenance, I have reduced the 1940 and 1941 appropriations by ($10, 227)
and $15, 577, when compared with the present fiscal year.
Montrose School for Girls
This institution, located near Woodensburg, Baltimore County, cares for
110 delinquent white girls. A vocational building, with appropriate equipment,
is urgently needed to extend and improve the training facilities of the institut-
ion. This, of course, is the objective of the State in maintaining training
schools for those who have come into comparatively minor conflicts with the
law. Experience has amply demonstrated the validity of this principle. I am,
accordingly, recommending an allowance of $63, 000 from the General Con-
struction Loan for the construction and equipment of a vocational building,
and for the purchase of other necessary equipment.
