Many lives would be saved also if funds were available to furnish pneu-
monia serum free to those patients who cannot afford to buy the same. Pneu-
monia serum is an effective weapon in fighting this disease, which is one of
the most frequent causes of death in Maryland.
CORRECTIONAL INSTITUTIONS
House of Correction
No allowance from the bond issue is made or needed by this Institution for
plant extension.
Maintenance:
In the budget for the men's division of this institution a reduction of
$36, 686. 00 has been effected. It is, however, necessary to appropriate the funds
needed to maintain the Women's Prison, which is now under construction, and
will be ready for use October 1, 1939. Heretofore, women prisoners have been
housed in the present institution. After careful consideration, I have recom-
mended an allowance of $51, 070. 00 to operate the women's prison in 1940, and
$48, 070. 00 in 1941—the difference for the two years being a non-recurring al-
lowance of $3, 000 in 1940 for household equipment. These allowances are
largely offset by the savings of $36, 685. 00 in the appropriation to the men's
division, so that the net cost of operating the new women's prison is $14, 385. 00
in 1940 and $11, 385. 00 in 1941.
Penitentiary
No allowance from the bond issue is made or needed by this institution for
plant extension.

This increase is accounted for by an allowance for an interne in the In-
firmary, and by necessary increases in fuel, wearing apparel, household equip-
ment, repairs to buildings and pensions to retired guards, required by law.
In 1941 the appropriation to the institution is reduced by $2, 750. 00 in the
item of household equipment.
Penal Farm
An allowance of $1, 200, 000. 00 is included in the proposed bond issue for
this institution, which has been under construction since 1931. I am advised
that this amount, together with a balance which will be in hand on October 1,
1939, will be sufficient to complete the construction and purchase of the equip-
ment for this institution. I have recommended that all expenditures from this
allowance be approved in detail by the Board of Public Works.
