The Secretary of the Senate appeared and delivered
the following message:

BY THE SENATE,

February.25, 1904.
Gentlemen of the House of Delegates:

We propose, with the concurrence of your Honorable
Body, that a Select Committee composed of the Sena-
tors from the city of Baltimore in conjunction with the
representatives from Baltimore city in the House of
Delegates, shall be given the use of the House of Del-
egates on Tuesday evening, March 1st, at 8 o'clock,
for the purpose of hearing the Mayor and City Council
of Baltimore and the city committees respectively ap-
pointed on legislation believed to be necessary for the
relief of the city of Baltimore from its present diffi-
culties caused by the vast destruction of property in
the late fire, and for the further purpose of enabling
said committee to hear at said meeting any other citi-
zens from the city of Baltimore who may desire
to be present to express their views, especially on the
repeal of what is known as the "Foutz Law."

Mr. Linthicum submitted the following message:

February 25, 1904.
Gentlemen of the Senate :

We have received your your message requesting the
use of the House of Delegates on Tuesday evening,
March 1st, at eight o'clock, for the purpose of enabling
the Select Committee composed of the Senators from
Baltimore city and the Representatives from Baltimore
city in the House of Delegates, to hear the Mayor and
City Council of Baltimore and the City Committees,
respectively appointed, on legislation believed to
be necessary for the relief of the city of Baltimore
