On March 4, 1904, the Committee visited and in-
spected the Springfield State Hospital for the Insane.

In the party, in addition to the Committee and
other Senators and Delegates, were

Hon. Gordon T. Atkinson, State Comptroller.

Hon. Frank Brown.

Hon. John Hubner.

Dr. Geo. J. Preston, Secretary State Lunacy

Commission.
Dr. Stewart Paton.

Dr. Richard F. Gundry.
Hon. John G. Rogers.
Dr. C. F. Rails, and
Messrs. D. B. Martin.
W. D. J. Morris.
C. Lowndes Bennett.
Spencer E. Sisco and
Edward S. Mobley.

Every department of the Hospital were visited and
inspected. Springfield Hospital is one of the best, if
not the best institution of its kind in the United
States.

The open door treatment of patients has been con-
tinued to its full extent in the institution and no pa-
tient has been locked up and all means of mechanical
restraint are unknown.

Tubercular cases are isolated in tents. The epilep-
tic patients are separated from the other insane in
isolated cottages.
