great benefit to the whole people. It has twelve tech-
nical departments. When the new addition is com-
pleted, there will be dormatory capacity for nearly
400 students.
Short addresses were made during our visit by Hon.
E. E. Goslin and Captain R. W. Silvester.
On February 27th, 1904, the Committee visited and
inspected the Maryland Penitentiary.
Accompanying the committee as special guests were,
Hon. Gordon T. Atkinson, State Comptroller, Hon.
Joshua W. Miles.
The committee and guests were personallv conducted
through the institution by Warden John F. Weyler,
and every department was found in perfect sanitary
and hygienic condition. The members of the committee
were particularly impressed with the absolute cleanli-
ness to be observed everywhere. The absence of any
particular odor of any kind, the purity of the air and
the perfect discipline maintained by the Warden on
the part of the prisoners.
Under Warden Weyler's efficient and economic ad-
ministration, the institution has become more than self
sustaining, so that last year moie than $23,000 were
turned into the State Treasury.
The committee were surprised in learning that
though there are nearly 1000 prisoners in the institu-
tion, with the great responsibility that involves, the
warden receives but the meagre salary of $3,000 per
annum.
In view of the magnificent record and achievements
of the warden, and of the large net surplus turned
over to the State under his management, the committee
unanimously recommends that the salary of the war-
den be increased to $5,000 per annum.
