The crying need of the institution is a hospital
dividing at each group for acute cases and a new
building is needed for the female epileptics.
After inspection of the institution, remarks were
made by the following gentlemen :
Hon. John Hubner.
Dr. George J. Preston.
Dr. Stewart Paton.
Hon. Frank Brown.
Hon. Wm. Collins.
Hon. R. E. Lee Hall and
Mr. D. R. Martin.
Mr. Hubner strongly advocated State care of the In-
sane, first, because patients would receive better care
than in county asylumns and almshouses, secondly,
because the cost of maintenance and treatment would
be measurably reduced.
Each patient now pays $150 per year which is about
$65 short of the actual cost so that the State must make
an appropriation to cover the deficit, making the total
cost $215 for each patient.
In the Michigan State Institution, under the system
of Slate care, with 2000 patients, the total cost per
capita is $150 per year.
A levy of 4 cents on the $100 would care for all the
insane of the State and the counties would be relieved
of the expense. Baltimore city pays to Springfield
about $65,000 annually. There are now 70 applicants
from the city on the waiting list who cannot be taken
because of lack of room.
There are no private patients at this Hospital.
Spring Grove hag some pay patients and the Sheppard
has quite a number. Thirdly, from a moral stand-
point, State care is far preferable, as in many of the
county institutions patients are confined together, re-
gardless of sex or condition.
Springfield has 723 inmates and the total cost with
buildings is about $500,000 with a capacity for about
