The Secretary of the Senate appeared and delivered
the following message:

BY THE SENATE,

January 6th, 1904.
Gentlemen of the House of Delegates :

We have received your message notifying the Senate
of the organization of your Honorable Body, and re-
questing the appointment of a Joint Committee to
wait upon the Governor and inform him that the Gen-
eral Assembly is now prepared to receive any com-
munication which he may desire to make. This Senate
having been organized by the election of Hon. Spencer
C. Jones, as President, and Robert Moss, as Secretary.
We respectfully concur in your message.

We have appointed on the part of the Senate,
Senators Moore and Roe.

By order,

ROBERT Moss,

Secretary.
Which was read.

Mr. Wells, from the committee appointed to wait
upon the Governor, reported that the Governor had
been seen, and would communicate with the House
by message.

The Secretary of State appeared and delivered a
message from the Executive.

Mr. Johnston submitted the following message:
BY THE HOUSE OF DELEGATES,

January 6th, 1904.
Gentlemen of the Senate:

We respectfully propose with the concurrence of
your Honorable Body, that the Senate and House of
Delegates meet in the Hall of the House of Delegates
at 2:30 o'clock p. m., January 6th, 1904, when the
Speaker shall preside, and, in the presence of both
Houses open the returns of the election for Governor
