term promissory notes and certificates of indebtedness,
to be general obligations of the County, at the best rate
of interest obtainable, for the purchase of road building
machines and equipment for use on roads in the County's
road system, and providing for the payment of the said
loans.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of County Commissioners of Prince
George's County be, and they are hereby, authorized and em-
powered, in their discretion, to borrow during the balance
of the year of 1947 and the year of 1948 not to exceed One
Hundred and Fifty Thousand Dollars ($150, 000. 00), upon
the best rates of interest obtainable, upon short term promis-
sory notes or certificates of indebtedness, for road building
machines and equipment to be used in the construction and
maintenance of roads in the County's road system, said
promissory notes and certificates of indebtedness shall be
the general obligations of Prince George's County, exempt
from the State, County and Municipal Taxation within the
State of Maryland, and the said Board of County Commis-
sioners may borrow such money and issue such promissory
notes or certificates of indebtedness, in whole or in part, at
such time or times during the period specified as the said
Board of County Commissioners, in their discretion, shall de-
termine. The loan authorized under this Act shall be paid
out of such funds in the hands of said Board of County Com-
missioners as are available for the purposes under the laws of
the State of Maryland.
SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

AN ACT to authorize and direct the Board of Public Works
of the State of Maryland to convey, by deed, to Annapolis
Emergency Hospital Association (sometimes called Emer-
gency Hospital Association of Annapolis), a body corporate
of the State of Maryland, a lot of ground in the City of
