plementing or matching any financial assistance rendered
by the United States of America to any municipality or
political sub-division of this State for the planning, ac-
quisition, construction or improvement of any airport
owned or controlled or to be owned or controlled by such
municipality or political sub-division.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the sum of One Hundred Twenty-five Thousand
Dollars ($125, 000), or so much thereof as may be necessary,
be and the same is hereby appropriated as an emergency ap-
propriation from any funds in the General Surplus Account
of the Treasury of the State for the fiscal year ending June
30, 1948, to the State Aviation Commission, to be used by
said Commission for the purpose of supplementing or match-
ing any financial assistance rendered or granted by the
United States of America to any municipality or political
sub-division of this State for the planning, acquisition, con-
struction or improvement of any airport owned or controlled
or to be owned or controlled by such municipality or political
sub-division. The said sum hereby appropriated, or so much
thereof as may be necessary, shall be allocated in such amount
or amounts and to such municipalities or political sub-
divisions of this State as in the discretion of the State Avia-
tion Commission and the Board of Public Works is deemed
proper and necessary.

SEC. 2. And be it further enacted, That the Treasurer
of the State shall, upon the warrant of the Comptroller,
disburse the said sum of money herein appropriated for the
objects and purposes herein specified to or upon the order
of the person or persons entitled to receive the same.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.
