thereof. Such bonds shall be issued upon the serial maturity
plan in such manner that bonds in the amount of Forty
Thousand Dollars ($40, 000. 00) shall mature and become pay-
able at the end of the first year after the date of issue and
at the end of each year thereafter until all the bonds have
been paid and retired.
(B) Such bonds shall be designated "Allegany County
Flood Protection Bonds, " and when issued shall be signed
by the President of The County Commissioners of Allegany
County, duly attested by the Clerk of the County Commis-
sioners, and the Corporate Seal of the County Commissioners
shall be attached thereto. The interest coupons attached
to each of said bonds shall bear the facsimile signature of
the President of the County Commissioners of Allegany
County printed, lithographed or engraved thereon.
(C) That all of the bonds authorized by this Act shall be
sold in the manner prescribed by Section 35 of Article 31
of the Annotated Code of Maryland (1939 Edition) and,
any of the proceeds of the sale of said bonds remaining un-
used after the full completion of the aforesaid flood pro-
tection project by the Mayor and City Council of Cumber-
land, and any and all proceeds obtained from the sale of
said bonds exceeding $1, 000, 000. 00, shall be turned over to
the County Treasurer of Allegany County and shall be used
to pay the interest on or in redeeming and paying any of
said bonds.
SEC. 3. And be it further enacted, That until all of the
bonds issued under this Act have matured and been paid,
the County Commissioners of Allegany County shall an-
nually levy a tax upon the assessable property of Allegany
County sufficient to pay the interest on the bonds outstand-
ing and the principal of the bonds maturing during the suc-
ceeding year.
SEC. 4. And be it further enacted, That Chapter 19 of
the Special 1936 Session of the General Assembly of Mary-
land be and it is hereby repealed.
SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.
