title "Infants", Section 78A thereof having been enacted by
Chapter 343 of the Acts of 1945; and to repeal Sections 78
and 82 of Article 16 of the Annotated Code of Maryland
(1939 Edition), title "Chancery", sub-title "Infants", except
as to certain counties.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 4 of Chapter 599 of the Acts of 1947 be
and it is hereby repealed, and that a new Section 4 be and
it is hereby enacted in lieu thereof, to stand in the place
and stead of the said Section 4 so repealed, and to read as
follows:

4. The provisions of Sections 85F, 85G, 85H, 85-1, 85J, 85L,
85P and 85S of Article 16 of the Annotated Code of Maryland
(1939 Edition), title "Chancery", sub-title "Infants", as added
by this Act, shall not apply in Garrett, Allegany, Washington,
Prince George's, Calvert, Charles and St. Mary's Counties,
but the provisions of Article 16, Section 78 and 82 of the Anno-
tated Code of Maryland (1939 Edition), title "Chancery",
sub-title "Infants", shall continue to govern adoptions therein
except where inconsistent with the remaining provisions of
this Act which remaining provisions are hereby declared to
be of State-wide application.

SEC. 2. And be it further enacted, That two new sections,
to be known as Sections 4A and 4B, to follow immediately
after Section 4 as repealed and re-enacted herein, be and they
are hereby added to said Chapter 599 of the Acts of 1947, to
read as follows:

4A. It is hereby declared to have been the legislative intent
in enacting Chapter 599 of the Acts of 1947 that all of the
previously existing provisions of Article 16, Sections 78, 78A,
79, 80, 81, 82, 83 and 84 of the Annotated Code of Maryland
(1939 Edition), should be and remain in force after June 1,
1947 in the Counties of Garrett, Allegany, Washington, Prince
George's, Calvert, Charles, and St. Mary's, which Counties
had, by Section 4. of said Act, been expressly excepted from
the application thereof.

4B. Any and all adoption or other proceedings commenced
or concluded under the provisions of Article 16, Sections 78,
78A, 79, 80, 81, 82, 83 and 84 of the Annotated Code of Mary-
land (1939 Edition), title "Chancery", sub-title "Infants", as
in force prior to June 1, 1947, and any or all judgments, de-
crees, or orders had or rendered under such provisions be-
tween June 1, 1947 and the effective date of this Act in the
counties of Garrett, Allegany, Washington, Prince George's,
Calvert, Charles, and St. Mary's are hereby declared valid
and effectual to all intents and purposes whatsoever.
